Banyuwangi, May 2025 – Bulog and Pandawa Agri Indonesia (PAI) have published the Mitra Tani Impact Report, showcasing their dedication to enhancing food security by empowering smallholder farmers. This impact report showcases the strategic public-private partnership, bringing together stakeholders with complementary expertise in an integrated end-to-end ecosystem. This collaboration has led to significant outcomes and enhanced the welfare of farmers in Banyuwangi.

This report illustrates PAI’s commitment to advancing sustainable agricultural practices in rice cultivation, adopted by smallholder farmers in Banyuwangi, a key national granary region. The downstream integration, including direct crop purchases by Bulog and coordination with its rice milling center facility, guarantees fair compensation for farmers while ensuring a stable rice supply for local consumption.
Bulog’s Director of Supply Chain and Public Services, Mokhamad Suyamto, said, “This program goes beyond production; it cultivates trust, collaboration, and a shared vision of a resilient food system. The expertise of PAI enables us to co-create impactful solutions that drive meaningful change.”
Established in 2024, Mitra Tani Banyuwangi launched a pilot project spanning over 31 hectares, securing more than 150 tons of rice in its first harvest season. The report highlights that, despite rising farming costs, PPAI Technology® (Plant and soil health, Productivity, Assistance, and Innovation) enhances cost efficiency and profitability compared to conventional methods. Farmers using PPAI Technology® achieve an average profit exceeding 21 million rupiah, 40.59% higher than non-PPAI farmers.
Kukuh Roxa, CEO of Pandawa Agri, said, “The PPAI Technology® has enabled farmers to boost productivity despite severe pest attacks. This demonstrates its effectiveness in optimizing nutrient management, enhancing soil fertility, and providing continuous support and monitoring, allowing for rapid responses to pest and disease outbreaks.”
Empowering Smallholders Beyond Impacts
The Mitra Tani program equips smallholders with access to high-quality inputs, agronomic support, and financial guarantees, addressing systemic challenges that perpetuate poverty in farming communities.
Helmi, a smallholder in the program, shared, “The program has been a game-changer for me, providing much-needed capital, new knowledge, and environmentally friendly agricultural inputs that ease the challenges of cultivation. It has not only lightened my burden as a farmer but also strengthened my commitment to sustainable practices that protect soil health and the environment.”
By adopting innovative technologies such as PPAI Technology®, Helmi and other farmers have reduced reliance on chemical inputs, improving soil health and biodiversity. Reduced pesticide doses, improved pest management, and more efficient fertilizer use not only help improve soil fertility but also lower the risk of disease from chemical overexposure, from acute poisoning to long-term health impacts. These sustainable practices contribute to better ecological balance and occupational health for farming communities.
The Banyuwangi local government has been a strong supporter of the Mitra Tani program. Heni Sugiharti, Head of Economic Affairs of Banyuwangi Regency, emphasized the program’s impact, stating, “Initiatives like Mitra Tani contributed to controlling regional inflation in Banyuwangi by supporting stable agricultural production. This initiative is executed with the utmost integrity and complementary expertise of stakeholders, fostering collective hope and confidence that it will continue to empower farmers in Banyuwangi.”
The Mitra Tani ecosystem has delivered significant economic, social, and environmental benefits, aligning with the Sustainable Development Goals. By enhancing rural economic development, strengthening food security, and improving social welfare, the program sets a benchmark for similar initiatives across Indonesia.
