Pandawa Agri Indonesia (PAI) announced the release of its latest impact report on the Smallholder End-to-End Ecosystem Development initiative in Banyuwangi, East Java, highlighting a strategic shift toward a stronger focus on implementation quality through intensive assistance for rice farmers.
Building on lessons from previous growing seasons, PAI made a deliberate decision to adopt a more focused implementation model during the second growing season of 2025. The decision reflected PAI’s recognition that expanding program coverage alone was not sufficient to generate consistent and sustainable agricultural outcomes.
“This transition was not without trade-offs. Our operational coverage became more focused, allowing our team to work more closely alongside farmers and local stakeholders,”said Kukuh Roxa, Co-founder and CEO of PAI.
“Yet through this approach, we witnessed encouraging results. Productivity improved significantly between the first and second growing seasons, reinforcing an important lesson: sustainable agriculture is not driven by technology alone, but by the strength of the ecosystem that supports its implementation.”

By combining intensive farmer assistance with PPAI Technology®, farmers were able to identify field challenges earlier and address them more precisely, including pest attacks, crop health issues, irrigation management, and input application.
As a result, productivity in the second growing season increased by 24.21% compared with the first growing season, demonstrating how stronger monitoring systems and faster field-level interventions can improve crop resilience under challenging conditions.
Beyond the focused implementation during the second growing season, PAI recorded broader environmental, social, and economic progress throughout 2025. These developments, along with the lessons learned from this transition, are also reflected in PAI’s 2025 Impact Report, From Reach to Results: Reframing Smallholder Ecosystem Development Through Intensive Assistance.
Incentives Beyond Yield
As PAI enters the next phase of ecosystem development, the focus is no longer solely on expansion, but on ensuring that growth goes hand in hand with quality and meaningful farmer outcomes. To support this vision, PAI is currently piloting an Agro-Environmental Scheme (AES). AES is a performance-based incentive scheme that rewards farmers who maintain soil health and biodiversity.
Unlike conventional single-outcome incentive models, AES supports multiple outcomes, including improved productivity, reduced dependence on agrochemicals, lower methane emissions, healthier soil, and stronger farmer livelihood resilience, through a more practical and ecosystem-oriented approach tailored to Indonesian agriculture. This approach is intended to support wider ecosystem growth while maintaining implementation quality and meaningful outcomes for farmers.
As PAI continues to refine this model, the company sees the transition undertaken in 2025 as a foundation for more responsible and sustainable ecosystem growth.
