Nagekeo Regency Regional Inflation Control Team (TPID) Collaboration through Mbay Natural Rice Ecosystem Development

The Nagekeo Regency Government has won the achievement as the Collaborative Inflation Control Partner of Non-CPI Regency / City in the East Nusa Tenggara Region in 2022. The Regent of Nagekeo, dr. Johanes Don Bosco Do, M.Kes, through his speech at the High-Level Meeting of the Nagekeo Regency Regional Inflation Control Team 2022, hopes that in the future, the Mbay Natural Rice Ecosystem Development resulting from collaboration between the government, the private sector, and also related local stakeholders will not only be applied to rice farmers but also to fishermen, plantations, and others.

The Mbay Natural Rice Ecosystem Development collaboration, which produces a local product called Mbay Natural Rice, is slowly reviving rice farming in Mbay. Previously, since the disaster that occurred in Mbay in 1971, Mbay farmers’ rice production has decreased from 8 tons per hectare to 4 tons per hectare. Since rice cultivation management was implemented in the Mbay Natural Rice Ecosystem Development, rice production has gradually increased and now produces up to 6 tons per hectare.

Initially, the Mbay Natural Rice Ecosystem Development was a challenge successfully carried out by PT Pandawa Agri Indonesia to reduce the use of pesticides on rice plants in Mbay. In the first three months of planting, Regent Dr. Johanes Don Bosco Do, M.Kes, participated in the first planting of Mbay Natural Rice. On the 15th anniversary of Nagekeo Regency, PT Pandawa Agri Indonesia, together with the assisted farmers and the Nagekeo Regency Government, conducted the first soft launching of Mbay Natural Rice.

Mbay Natural Rice Ecosystem Development 

The Mbay Natural Rice Ecosystem involves relevant stakeholders to produce a premium local product called Mbay Natural Rice. In the process, from upstream to downstream, various parties work hand in hand until this natural rice can be benefited, especially by the people of Nagekeo.

From the upstream side, Mbay farmers receive assistance in rice cultivation from PT Pandawa Agri Indonesia in applying PPAI Technology. This technology helps farmers increase rice production by using balanced inputs according to rice needs. Farmer assistance prioritizes seven points in PPAI Technology: certified seeds, complete micro fertilizer, straw decomposer, silica fertilizer, mycorrhiza, herbicide reductant and insecticide reductant.

Strengthening the upstream side, farmers get capital loan assistance for cultivation which can be paid with a “yarnen system” (pay for harvest). In this upstream sector, the Mbay Natural Rice Ecosystem Development receives support from the Rabo Foundation and Bank NTT.

As well as the production of rice that follows Good Agricultural Practice rules, the harvested rice will go through a milling process. In this case, there is a collaboration with local rice millers. For the rice produced to maintain its quality, there are standards set and applied in milling rice which then becomes rice called Mbay Natural Rice.  

On the downstream side, the Nagekeo Regency government and Bank Indonesia invited Perum Bulog to buy and market Mbay Natural Rice. This healthy rice is also sold to Nagekeo Regency civil servants. Each employee can take 5 kg of rice, with a price per kilo of Rp.12,500.

As a result, the multi-stakeholder collaboration in the Mbay Natural Rice Ecosystem Development from upstream to downstream can improve farmer welfare, increase food production, and produce healthy rice primarily consumed by the Nagekeo people.
